how do I claim my own money?

I simply want to send my own money to my own bank. Paypal says this service is NOT available. And to come back later

@jlevy1 Have you verified your bank account or debit card with the 4 digit code? Does the name of your bank account match the name on your paypal account exactly. Does the billing address match your paypal account address.
