my b rother is sleeping rough and have sent him my last£50 to getm a bedsit for a few nights. Paypal wont releqse the payment to jis bank account and are saying up to 72hrs. im beyond concerened, is there anything i can do my end. He is 600 miles away rightr now

Normally up to 1 day unless its a first withdrawal or a random security check involved when it can be 72 hours.
