In general, it may help for you to log off from everything on your computer, delete the cookies and temporary internet files and re-start your system before logging back on to your PayPal account and trying again. If you were using a mobile device, please try logging on via the website (https://www.paypal.com) using a computer or laptop.
There also are instances where PayPal is unable to offer customers the option to send money using a Friends and Family transaction and the only option is a Goods and Services transaction. This could be due to PayPal's Security System detecting a problem, or PayPal's compliance obligations or an aspect of the User Agreement or Acceptable Use Policy led to the situation.
