debit card linking issue from sri lanka

any body from sri lanka, pls help me out about linking a debit card to paypal.

is there any restriction from bank to bank?

You would need to add a credit card in your country and you only have the option to send and not receive paypal payments unfortunately.

Yep I know, but the problem relies on card confirmation. PayPal said the card is denied buy the issuing bank, the issuing bank says check with Paypal for assistance. So paypal is the problem, if they don't want us to use their service, better say it than playing people. I am currently looking for alternatives, why other countries can send and receive while '' marginalized ones'' can only send? There is always a better solution! No one can stop me!
