card renew can not confirm

I am not able to authorize my  card to paypall. I perform the verification and than i receive the error "we could't confirm your info "

Is it a card issued in your country?

Is the billing address of the card the same as the address on your paypal account?

Are there available funds on the card to enable the card verification process?

Is the card linked to any other paypal account?
