adding bank account

I have been setting up Paypal account for months now, its for the ingenious African charity unfortunately paypal seems to restrict to an 8 digits bank account number which is not possible with African banks. is it true if paypal operates throughout the world with services to Uganda Africa as well. if so how do i go about this as out charity account is 10 digits bank account NOT 8

Firstly the option to receive paypal payments is not available in your country (Uganda) you can only send money for purchases.

Secondly you can't add a local bank account in your country, only a card.
