I HAD A PAYPAL ACCOUNT AND I DELETED IT AND NOW WHEN I WANNA BACK I COULDN'T  ADD MY CREDIT CARD TO IT

Did you remove your card before you closed the old account?

If not then you would have to contact customer services and ask them to remove it from your closed account for you.
