Sadly not, if its on hold then try this....
If you mark the transaction as processed then the sender may have the option on their account to mark the transaction as delivery/satisfied. If the sender confirms this by clicking on the "Confirm Receipt" button, the funds may be released sooner ie 7 days after the sender verifies receipt. This is not always available or guaranteed.
If not then sadly its 21 days.
PLUS contact customer services and see if they will refund the fee as it was sent the wrong way by mistake.
Contact options for Paypal are accessed by clicking help/contact bottom left of Paypal pages.
1. Paypal phones when available (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, during business hours you may also be able to message whilst logged out.
