Why PayPal Compliance Department Is Asking the Recipient For My Child’s Birthday?

This is so weird. My cancelled payment has been withheld by PayPal for 18 days, and PayPal compliance department is asking the recipient what my child’s birthday is. I won’t even tell that to the recipient, that has nothing to do with the payment. It’s private information, I won’t tell PayPal either. I suspect that the PayPal compliance department is a scam. Anyone knows the legitimate PayPal contact information? Has anyone ever encountered such ridiculous behavior from PayPal?

A similar thing happened to me and I believe it's illegal. I'm trying to get in contact. I referenced a name in comments. I sent money to pay for a cleaning for his stay in my apartment. They didn't ask for the bday of the recipient but the person in comments. I can't ask them this info to give to PayPal? What are they doing with this kind of info??? Ready to find the right office in Sacramento to file a complaint. They are holding my money until I provide PII (personally identifiable information) about a third party. They haven't explained how they will use this info.
