Unable to verify the debit card in my account

Hi I am from India. I have added my debit card details but unable to verify it.
When I click on the "confirm your card" option, I get a message:
We couldn't confirm your information
Your card is still linked to your PayPal account, but you can't use it for purchases until you confirm that you're the owner. Try confirming again or contact the card issuer.
Kindly help me with this issue so as to start using my account.

Also the billing address of the card has to match your paypal account address.
