Unable to add bank account to my paypal account

I keep getting this "Sorry, that bank is already linked to the maximum number of PayPal accounts.". I, only so far linked my bank account to another paypal account. So it didn't reached the limit of being linked to 3 paypal accounts. Can anyone help me?

Doesn't have to be 3 times to 3 accounts, if you have linked it 3 times to 'any' account you wouldn't be able to add it again.

So if you removed / added it 3 times to your old paypal account you would not be able to add it to the new one.

It's only linked to one account. How come it's like that?

Is there anyway I could unlink my bank account from the past paypal accounts? I read that contacting customer service may help but there's no email or chat on the "Contact Us" on paypal. Help
