Why is it that they say they can't verify its me when i try to transfer money to my bank account. But when i had my gf request a payment it had no problem taking money from my bank account and then charged me 14 dollars

Is the bank account in the exact same name as  your paypal account name as they must match for any bank security to allow the transfer to take place.

Also have you confirmed a mobile phone on your paypal account, issued in your country and registered in your name?
