Transaction fee from Netherlands to Montenegro

Hello,

I want to transfer 70 euros from the Netherlands to someone in Montenegro (booked a vacation) and I'm looking for the cheapest way possible to transfer it to his bank account. (I need to pay 70 euros up front to make a reservation.) How much would it cost by using PayPal? I found some kind of page on PayPal's website with a list of fees, but it's extremely unclear to me. Or if someone would know another cheap way to transfer the money, that would be welcome too.

Paypal account holders in Montenegro can't receive Paypal payments they can only send them.

Click on the link below and select the country you want from the drop down list for options available in that country.
