Standard Transfer Set Up - unable to set up

I have been trying for a week to set up either one of two UK large banks as the account to do a standard transfer. Both accounts are already set up for instant transfers but would prefer to use Standard Transfers. Have spoken to one of the banks and there is no blocks or restrictions on my doing do with Paypal.
The establishment of a bank under the standard transfer option never happens and I ultimately get a error on one of the pages so I don't get a box to complete for the transfer amount.
After a week trying to get the help desk to help and repeatedly being told to just to it again, I am now asking if anyone else is having a similar problem.
One person on the help desks did confirm that there was a limited number of customers having a similar fault but that person has never commented again on my questions to the help desk. The effect is that I can't transfer my funds using a standard transfer and I can't get help!
Any suggestions? Is there any way to escalate an issue on the help desk?
