Repeated "Sorry — your last action could not be completed" when trying to link a bank

I've been trying to add a new bank account for a few days. Each time I try (Link bank account > Add) I get the same web error (below).  Sometimes the interface goes as far as showing a list of banks but then selecting "a different bank" gives me the error again. 

I don't have any pending transactions.
