Problem with linking visa card

I can't link new visa card to my account. It goes rich, but in the end it says something like this " visa can't verify your informaation try later again" Bank says card is ok, what is problem?

Is the billing cards address the same as your paypal account address? 

Are there available funds on the card for the confirmation process?
