It sounds like you may be referring to a recurring payment or subscription or billing agreement you have set up via your PayPal account. PayPal doesn't charge monthly fees except for products like Virtual Terminal or other payment solutions.
If you have a recurring payment, etc., set up, and you have a specific card set to fund the payment each month, PayPal could try to use a different payment method if the card was declined. If no other payment method works or there is no other payment method available, the transaction would fail. That could lead to the recurring payment, subscription or billing agreement being disabled. If that happened, you would have to set up a new arrangement with the merchant.
