Paypal keeps saying my card is declined?

I opened a bank account solely because of paypal, since im an artist and paypal is the only form of payment i can use. After receiving my credit card however, paypal seems to think its a declined card, even though i double checked and its an active card.

3. Click Credit or debit card
4. Click Add and confirm
5. Click Message Us or Call Us after the “This information might help” box.
