Paypal charging more for USD to British Pounds exchange rate

I noticed this since it is my second transaction with this happening. Paypal charges 4-7% higher than the actual exchange rate when sending USD to GBP, even when no fees since sending money to a vendor. First time I noticed a ~7% increase to the rate, but thought maybe it was fees added. This time it caught my attention because I noticed the increase in sending money over (exchange rate was $1.25usd to GBP), but was charged $1.30 USD to GBP. Then, I got a refund for that at $1.25 USD to GBP( the posted exchange rate) so got less back, although exchange rate was the same. Obviously, would like this to get fixed...

If you go on holiday and buy in another currency you never pay the base exchange rate listed on google or elsewhere.

You have to pay for the service of them providing you with that currency exchange, same as with paypal.
