How can I transfer money from my PayPal account to my local account?

for nigeria, it is not possible to:
 - send or receive money.
- add a bank account.
- transfer money to a bank account or bank card.

however, you can add and confirm a bank card to pay for your purchases.

In Nigeria they CAN send funds for purchases, just not receive funds.
