Negative balance and missing money

Recently a buyer from Depop opened a dispute on a pair of lulus saying they were not real. I know they were real because when I received them as a gift the tag was on it and it was in a lululemon bag from the store. Whatever after I saw the dispute, the $72 were pending and I wrote back but she never answered.However I have already transferred the money and used it. So my PayPal balance was around -$70 all my incoming payments from Depop sales were going to pay off the negative balance for the refund, I thought. But I am not sure because I cannot call customer service because of the COVID-19. Now my Depop cannot accept sales due to my PayPal, PayPal has limitations saying that I have been using my account in a suspicious way when really I have not. I think the pop is really Florida for putting my account on limitations when they have not emailed me or noticed me for the refund and for the negative balance. If I never checked PayPal I would have not seen any of that.

What should I do?
