NEGATIVE BALLANCE

Hello everyone, so my account got limited and the buyer said that he wants a refund. But of course my account is limited, so I was unable to refund the money to him. So he made a claim and PayPal refunded him the money. Then I logged into my PayPal account to see that I have $20 as negative balance because of the PayPal refund fee. This got me **bleep** because PayPal limited my account, and now they want money from me to resolve negative balance? WTF. I can't contact support, but I'm refusing to pay them their massive refund fees. So my question is, what will happen if I don't pay them and don't resolve the negative balance? Will I go to jail or something? Haha, no, but seriously what will they do?

They tend to pass any negative balance debts on to a collection firm to recover for them.
