Money On Hold - Can’t Contact

Hi I sold an item on Ebay, and had my money on hold until I provided tracking information. I wasn’t able to, so i had to wait until my buyer let me know he got the item, which he did then I contacted Ebay to release the funds. I had 2 funds to be released, one was done and the other is still on hold, Ebay said this an issue on Paypals side. I can’t find a way of contacting Paypal, as there is no live chat, the articles do not solve my issue, and when I try to press on my transaction in the Resolution Centre, it says I have to contact my seller instead. Anyway I can get this fixed?

Funds are released when tracking shows the item as delivered + 1 day.

If no tracking then its normally 21 days.
