Linking my new Visa card but getting 'Your card has been declined'

Hello, I'm from Serbia. I wanted to link a new Visa card, I have money on it and asked my bank if the card is functioning properly and they said It's fully working so it must be a PayPal issue as I notice many other people are having the same problem. When I try to link it shows a message: 'Your card has been declined. Please try a different payment method'. Can you help me and link my Visa card? I can provide my card information, Looking forward to your answer

Don't ever put any card or personal information on here as this is a community user to user advice forum and not paypal customer services.

However in a lot of countries you can only use a credit visa and not debit.

Other reasons are....

have you got funds on the card to allow the confirmation process?

does the billing address match your paypal account address exactly?

is it a card issued in your country?

-I have the funds on the card

-My billing address is the same and card is from my country (Serbia)

I also checked and my PayPal account isn't Limited or something either...I'm trying to contact PayPal but it seems like It's almost impossible to speak to them...
