Link bank account only works when money on paypal balance

hey everyone, 

my problem is at it follows: a couple of weeks ago I added a new bank account which is confirmed already (same name paypal and bank account holder). My old bank account is not linked to paypal anymore and the new one can be used ONLY when I have money on my paypal balance. However, the only way to add money to my balance is through external transfers, which means that a transfer from this bank account to my paypal it's not possible (the add button is not even visible).

Ps. My account is German. 

I'm stuck and I really don't know what to do. Will be great to get some help. Thanks in advance

As you have not added your country to your community profile or said in your post then we can't help at the moment (Paypal varies a lot country to country).
