I still paid fees for a cancelled eBay purchase, is this correct?

I sold an item through eBay and received the payment for the goods into my PayPal account less the fees for the transaction. Shortly after the buyer asked to cancel the purchase as she was buying for a family member who had already got one of the item. I issued her a refund for the purchase and the full purchase price was refunded from my account, including the payment fees. In short, i received £390 for an item and sent back £411 for a refund.
I am now down £20 for a cancelled eBay purchase, is this correct? Am i still meant to be paying fees for a item sale that was never fully completed?

Paypal no longer return the fees you paid from the buyers payment when you issue a refund.
If you refund a payment for goods or services, there are no fees to issue the refund, but the fees you originally paid as the seller are not returned to you.
Advice is voluntary.
