Trying to login in and confirm my bank account, says to many tries so now what do I do

Do you mean you have tried to confirm more than 3 times and so are now blocked?

If so then the only way to get the bank account added is via customer services.

 

As there is no phone option at the moment then try emailing them via the message centre in your paypal account OR use the live chat option.
