I cant transfer the money in my balance to my card. why not?

I'm so fed up with paypal at this point it is nearly impossible to get ahold of any customer support. I have $50 in my paypal balance but cant transfer it to my card for absolutely no reason... it just keeps saying try again later AND I'VE BEEN TRYIN FOR 3 DAYS! anybody know how to fix this? pls help
