I can't send money

I don't know why I can't send money to other PayPal users and through xoom as well.

Hi. Thank you for reaching out to us. To begin with, you must verify your account by adding and confirming your bank and your email must be verified as well. This goes to your recipient as well. Both the sender and the receiver must have a verified PayPal account to send and receive funds. Stay safe.
