Since you do not communicate, I tried to solve it differently ...

I started a new Paypal account, and there goes a bank account to add normally.

Don't know where the problem might be?

can I cancel this account when I use the new one?

@Anonymous_User I've finaly solved it by actually calling to paypal support - it seems there is no other option.
