How to confirm a Credit card if the Code doesn´t show up in the billing?

I'm going crazy here trying to make a simple 400US$ payment, for the last 3 days. Apparently what's happening is PayPal wants to confirm my card (but I'm not 100% sure that is the problem) but when I go into my credit card billing, no code or description shows up it just says "CONSUMO EN DOLARES" which means something was bought in dollars (I'm from Argentina)  hence I don't have the 4 digit code needed. 

I have triple-checked that my card is ready and able to buy stuff abroad and in US$ currency, which I confirmed HAVING TO BUY SOMETHING ELSE because PayPal wouldn´t answer my phone. What do I do? 

 

When calling PayPal I have to endure a 10 minute long answering machine giving me instructions for it to finish with the voice of a woman saying "we can´t take your call right now" and they hang me up.
