As you have not added your country to your community profile or said in your post then we can't help at the moment (Paypal varies a lot country to country).
Also you haven't said what the problem is OR if your account is verified OR what linked funding sources you have OR if they are all confirmed etc OR if its a new account or new problem etc etc etc
