Got an email that I've been sent but no balance in my account?

hello, Guys.

I've got an email that I've been sent 40 euros from Germany to England. i checked the email address and it was real address. 

Me and him have made transactions before. so this was not our first time. But since I got an email, my balance is still 0. I verified my email already. 
How could this happen? What's wrong with my balance? Is there anyone who know about it?

Do you have euros added as a receiving currency on your UK paypal account?
