Foreign exchange fee on 'Aussie' purchases

Recently made a purchase through PayPal from an 'Australian' seller on eBay. I found a foreign exchange charge on my credit card. I queried it with eBay who could find nothing in this Seller's profile or ad to say that they were not in Australia. I queried the charge with the Seller who asked me if I paid in foreign currency instead of Australian Dollars and that it was impossible to be charged a foreign exchange fee they use Australian PayPal and they were confused. I went into my credit card statement and it clearly says PAYPAL *KERALYNTER <removed> HK

Absolutely I'm sure he has but he is denying it saying he has an Australian based PayPal account.
