Exchange fees and withdrawal currency

Whenever I withdraw, from my Paypal USD account, the money are first converted into Euro. The destination bank account, however, is in Ron.
Why do they get converted into Euro before sending them to my bank?
It feels to me like Paypal is not happy enough to get the commission from me, it also wants to get something extra by doing this Usd>Euro>Ron conversion. Of course, the Paypal exchange rate is always A LOT smaller than what I find on other sites/banks/Google.
Anyone else feeling cheated by Paypal, and is there any way to avoid being 'taxed' like this (feel free to read robbed instead of taxed, this is how I feel every time I make a withdrawal).
