Confirm Identity to release 21 day hold

I currently have a payment that is on hold and in the resolution center it has a fund availability details and when i click on it all it says i need to do is confirm my identity. So it takes me to a page so i can receive a texted code or get an automated call and enter the code. When i do this it says account verified but then just takes me back to the first page again and it's basically one giant loop of me doing this and it never confirms me. I'm not really sure what to do

Still need help with this,  called paypal and they didn't really help me. I just want my payments to not be on hold from now on

I can't verify my identity either. PayPal has given me the option of lifting my 21 day hold by receiving a phone call and enerting the code, but Every time they call me and I enter the code, I get a message on my PayPal account that my account has been verified but I'm redirected to the verification page to try the process all over again. Please help me!!!
