Community federal savings account is not being linked

I'm trying to add "Community Federal Savings Bank from pyoneer" to paypal but it says "sorry we're unable to link your bank because it is disabled." But the account is not disabled What should I do? I added debit card and it takes 1$ fee for verification.

You're in UAE and Community federal savings is a US bank account. Unless you came to the US to open the account, you were issued that account by an virtual financial service such as Transferwise or Payoneer and since 2015 PayPal blocked this bank or made it hard to be linked.

In Feb 2020, it is said to be incompatible with PayPal. Please read:
