China - Using UnionPay

I have had a UnionPay debit card attached to my account for about two years. I sent money as recently as the end of January with no problem. Yesterday when I tried to send money, PayPal asked me to add another payment method (of which I do not have one). I am now unable to use PayPal to send money abroad.
I just asked a friend (Chinese national in case it was my being a foreigner that was somehow causing a problem) to create an account and try sending money for me. She is unable to bind her UnionPay debit card to her new PayPal account. I tried this yesterday thinking that my account had somehow come unbound, and there wasn't enough space to enter all of the digits on my card. However, when I checked, my card is still bound to my account, it's just that PayPal won't let me use it.
Does anyone know what's going on and how to fix this problem?
