Card wont connect

So i made an account earlier today and messed up on something but i had already added my card and bank account, so i removed both the card and account before i closed the paypal account. I made a new one now it wont let me add me card it says its connected to another account please help its the only card i have

Allow 72 hours between removing and adding + clear cookies/cache and if no luck try another browser/device OR ask customer services for help to link it?
