Cant link a card and "Customer Service" refuses to help me. I've wasted HOURS...

My Paypal Master Card somehow became un-linked in my wallet and it will not allow me to re-link the card. It still shows the card in my wallet but when I try to set it as a preferred payment method I get an error message stating that the card cannot be used as a preferred payment method. When I try to send money using the card I get an error message stating that the card cannot be linked. I've called customer service multiple times, spending over 4 hours on three separate occasions trying to get an explanation. Paypal insists it is a card issue and transfers me to Master Card. Master Card assures me that there is NO ISSUE with the card itself. This is supported by the fact that the card works everywhere except for Paypal. One day I got transferred around for over two hours, back and forth between paypal and master card. Every time I'd talk to Paypal they would say they needed to transfer me to a different department and I would end up right back in the general call waiting queue and I'd have to start all over with a new rep. I've tried to contact Paypal through the chat (which is a joke) multiple times and receive the same blow-off type of response: "Contact Master Card". I was told by a few Paypal reps that there is a hold on the card for some reason. When I ask to be transferred to whoever can remove the hold I go right back into the general call waiting queue.... I've asked to be transferred to supervisors, and they are just as un-helpful in resolving this. I've been told I'm being transferred to the "account specialist" department, only to be transferred back into the call waiting queue and then I have to start the process over. Customer service has just been transferring me in a circle. To their credit, the U.S. based reps seem to be more interested in finding a solution but I still end up getting transferred to India and then its just canned responses and immediate transfers...

 

So my question is: What do I do now? I've wasted hours trying to fix this and I can't get anyone at Paypal to help me! Does anyone have a number to a U.S. based customer service supervisor that can help?

Also, I requested a new card with a new number and just tried to link it, which resulted in the same error message. So this is very clearly an issue on Paypals side, not the Master Card side.
