Cannot add a bank to account

I needed to contact a PayPal agent and get it resolved but so far there has been so resolution after lots of hours, but when adding my bank account it says "We're sorry" etc etc and from what I've seen online I need to talk with an agent but I've tried multiple times to contact one to no avail. Assumedly my bank is simply disabled since I created a new account recently so I needed quick help with this, thank you.
