Can't withdraw my money

Hello!

I want to withdraw money from PayPal balance to my Master debit card. I did this once, but now I can't...I don't understand. 
When I click "Transfer funds" my card doesn't show up. I click "Don't see all your cards?" and this message pops up:

"These can’t be used for transfers. Some banks and cards don’t accept transfers just yet."

What do You mean can't be used for transfers when I clearly already useded it for a transfer.

I can't (don't want to?) connect bank account. Is that possible only for US citizens?

It's a problem in PayPal, and they are solving it as they say PayPal Support.

I also have the same problem, every time on the 1st of every month I am transferred to my bank by PayPal, but this month no!

When I manually try to transfer them to my bank, this error occurs !!

"These payments should be used for transfers. Some banks and cards accept transfers just yet."

Yeah, because last month I withdrawn completely normal. Few clicks, few days of waiting and money landed on my account....But now, this.

I don't quite get it - hopefully this resolves soon!
