Can’t use my PayPal balance

Must I link a card to my account before I can buy stuff or send money from my PayPal balance?

You may be able to but for some transactions paypal won't let it go through until you add a card as a backup funding source and to verify your account.

Well, I tried couple of times but it won’t allow me. It’s annoying.
