Can't top up my PayPal

Hi, I tried to top up my PayPal account with my registered bank account but it said it couldn't. So I tried to add another bank account, but it said it was already registered, yet that's the one that apparently won't work! I also can't see how to add funds to my PayPal with my registered debit/credit card either. Very frustrating when I need to purchase something and can only use PayPal to do it. Help please!
