Can i use a prepaid Mastercard in albania ?

i would like to know whether i can link a prepaid Mastercard ( issued by my bank ) to my paypal account and make transactions with it ( recieve/send money) being that i am in albania. 

If not what options do i have in order to make my Paypal account usable??

Welcome to our Community Forums! In order to receive payments into your PayPal account, you must link your US bank account or Visa credit card to your PayPal account and complete PayPal’s credit card and/or bank account verification process. Here's a link to our Automatic Transfer Agreement. That should be able to walk you through setting up your account to receive payments.
