Account Page does not send or transfer money

My PayPal account had a limitation placed on it, which was resolved and lifted.  However, (and I don't know if it's due to this virus thing or not), on my Account page I have a substantial balance available and another payment pending.  The page will not allow me to send money to my card, and it will not allow me to send money to friends or family.  This has been going on for about 3-4 days.  I keep getting a message that my "transaction cannot be completed at this time."  I've tried for 3-4 straight days to transfer/send this money and the accounts page is like it's frozen - it will do nothing.  Has anyone else had this issue?  I called PayPal and got the recording, which told me everything I had already done, then it said it was sending me to an agent. Well, then I got a recording that said Customer Service was closed.  So how do I solve this problem?  I've done everything you can do to get it to work.  HELP!!!!!!!

Did you try to clear your computer browser history and clean cookies and history and try again?
