21 days holding of funds & recipient being charged

Hello, I'm new here. I sent money to a friend and was charged a conversion rate of $10US. He messaged me this morning to say the money is being held for 21 days plus PayPal is taking $11.20US. He said i sent the money for goods and services instead of to a friend but that option was not given to me. I wished he told me to send via western union because at least he would have gotten it immediately. Advice please, how can he get it sooner?

The friends/family option is not available in your country so all payments are sent as per goods/services.

So if he has not received funds before he would be subject to the new seller hold as per below.
