Why is It So Painful to Contact PayPal By Phone

I need to reach PayPal by phone today.
I clicked on Contact Us. I was given a phone number and a One-time passcode.
I called the number. I was not asked for the One-time passcode.
I was asked for a phone number. The system could not find my business account.
The nightmare began. I was only hold 12 minutes.
I hung up and called again.
I have been on hold 18 minutes.
This should not be this painful to get help!!!

Only 18 minutes?? Thats good.
I tend to put the phone on loudspeaker for a couple of hours and carry on with what i am doing until they answer.
Advice is voluntary.
