Why does Paypal do business with a company like Comenity Capital bank?

With a terrible reputation reported via BBB, why does Paypal do business with this company?
I have used Paypal for years. And I am really satified with its service. So when I thought of getting a line of credit or credit card of course I thought of Paypal.
I am astonish though that the company behind Paypal credit service has such a terrible reputation (at least from the BBB perspective.)
They even had a government action against them: https://www.fdic.gov/news/news/press/2015/pr15073.html
Should Paypal look for a different bank or entity to handle their credit service?

I certainly will not apply for a credit card via Paypal until the service is provided by a more reputable bank. I know these days a reputable bank is hard to find...but that is how I feel and I am sticking to it.
I hope other Paypal users join me and refuse to get credit service until this company is fired from Paypal...
