Paypal doesn't apply credit

On October 30, 2015 , I received an email from paypal that there was an error in may account back in 2014 and that they were crediting my account $15.00. In November 2015, I received an email from paypal that if I made a purchase of $40.00 or more, I would receive a $10.00 credit. I purchased something that day that should have given me the &10.00 credit. When my statement arrived for my purchase, neither of the credits had been applied. I called paypal and talked the robot who doesn't understand any  answers to the questions asked. I was then transfered to an actual human who could not resolve my problem with my credits either. If you send me emails and say I have credit, then apply it to my account, otherwise **bleep** You Paypal !!
